We believe that there are many reasons why you should use CST to outsource projects; most importantly, these reasons are the skill of our programmers, the supervision of these programmers and the fact that all of our programmers are fluent in English.

• Skill: CST is growing on a project-by-project basis. One of our strengths is the ability to provide "rapid to market", creative software solutions for complex projects. Our VEMS (Virtual Enterprise Management System) facilitates a quality control system that is compliant with ISO 9001/9000-3 and CMM level 4 standards. CST's direct connection with the "Polytehnica" University of Bucharest (Romania's top university boasting the world's top programmers) gives us the advantage of bringing the best software developers to join our team. Most of our developers have a degree equivalent to US or UK, Master of Science, but we also have 5 PhD's in Computer Science. Currently, most of our major projects under development are for US customers. Some of our projects are for end-users, which have provided us the opportunity to gain experience and have revealed specific aspects of working directly with customers while others are subcontracted with consulting companies. We are working closely with our customers in developing the specifications and solutions and in project planning and implementation. We also have experience in international teamwork and critical indirect relationships with customers. CST Know-How is based on the industry related projects knowledge base accumulated in time. Our knowledge base and good references let us assure any of our clients of getting the job done in a creative way and on time.

• Supervision: The programming teams up to ten developers at CST are managed by Team Leaders and a Project Manager monitors multiple teams. We can manage the worldwide distributed - collaborative teamwork using our proprietary, web based VEMS. This way the customers have on line/real time access to project status both from scheduling and budget points of view. For critical issues, mostly relayed with milestones we practice a rotation procedure. This way key persons from our customers come to CST for 1-2 weeks and developers from CST work on site with the customer for 1-3 months, according to customer/project needs.

• Spoken Word: Unlike other companies using foreign programmers, all of our programmers speak fluent English. In fact, many of the courses at the University are taught in English. CST is not in the business of headhunting for companies that are interested in hiring Romanians to work outside of the country. We believe that the best and brightest of Romania should remain in their home country and we should not rob Romania of its greatest resource--its talented skilled laborers. However, CST often temporarily brings its lead programmers to the clients' location to help write specifications and install applications.
